i tapped on the "Explore USB" option w/o putting in a USB drive, and was shown what looked like the root file system of the Debian install.

I was able to reproduce this - I guess it is behaving as expected, since a drive is indeed plugged in - I think it's showing your laptop's internal hard drive.

Promising results when adding ENV{ID_BUS}=="usb" to the udev rule, here is a new image to test:
